DIRECTORATE OF PLANNING & COORDINATION
DRDO being a government department is answerable to government review mechanism like Parliament, Defence Standing Committee of Parliament, Consultative Committee on Defence, Public Accounts Committee and other committees functioning within Ministry of Defence. directorate of Planning & Coordination is the nodal point as far as DRDO is concerned. In this role the Directorate has to prepare briefing papers for replying to queries raised by these bodies. Further, the briefing papers, presentation material and minutes for conduct of these committee meetings are also prepared by the Directorate.
Directorate of Planning & Coordination (DP&C) is one of the corporate directorates at DRDO HQ, New Delhi. The Dte has three primary areas of responsibility - Parliament related work, Project Management, and Coordinational Functions of all kinds. The following is brief description about the activities.
Parliament Work : The Dte of P&C provides the link between the organization and all the government offices outside it. In the process, it prepares the replies for Parliament Questions, does all work related with the Standing Committee of Parliament on Defence, viz, the conduct of meetings, preparation of briefing papers, presentation materials, conducting visits etc. Also the Dte handles responsibilities, similar to that of the Standing Committee, on the issues related with the Consultative Committee which is headed by Raksha Mantri.
Project Management Work : DRDO Progresses most of the time bound tasks in project modes. The aggregate plan of projects, to be undertaken by the 50 Labs of DRDO, is prepared by this Directorate based on the projects planned by Labs which are forwarded through their Technical Directorates at DRDO HQs. The Five Year plans are prepared and forwarded to Ministry of Defence. Based on approval regular monitoring of listed projects is undertaken by the Directorate by Chief Controllers during Corporate Reviews, and by Defence Research Council. These reviews are intended to focus on avoiding time and cost overruns and advise labs for short closure or extension based on technological progress reviews and schedule progress. The Dte is thus focusing on the aspects of project management with a view to minimize the time and cost overruns that DRDO projects have suffered for various reasons in past. It is for the Dte to see that avoidable delays and cost revisions are indeed avoided.
Coordinational Work : The Dte of P&C is DRDO's window to the outside world on numerous subjects of coordinational nature. For doing research work or for interacting with the DRDO on technical matters, the outside agencies can directly approach the respective technical groups if they know the destinations; else Dte of P&C facilitates such meetings. For all other matters related to Deptt of Defence R&D, and DRDO, Dte of P&C coordinates actions and sends out appropriate communication. Dte of Planning & Coordination helps organizing various regular events like participation of DRDO inRepublic day Parade, laying schedules for Corporate Review and DRC review schedules, yearly Sansadhan Conference for updating lab directors on policies of Corporate Resources Directorates. The list can be very long and un-ending as new and newer issues keep cropping up from time to time. Once the coordinational linkages have been established, Dte of P&C recedes into background, but stays there for any facilitation, should the situation demand.
Additionally, there are number of events within the organization where the Dte of P&C formulates the policies, ensures implementation, and organizes dissemination of the decisions. The review of the labs for the corporate functioning, and review of the labs for their research performance fall in this category. And lastly, Dte of P&C is the address for having numerous miscellaneous kind of interactions known, or, so far, unknown.
