| Historical Background
Directorate of Personnel was carved out of Directorate of Administration in late 1960’s and was formed in 1972. Its activities included all functions in the personal matters of R&D establishments. Directorate of Personnel is one of the important corporate directorates playing a vital role in implementing Govt of India/DRDO policies in the areas of personnel matters.
Organisational Set up
The Directorate of Personnel being the first ISO 9001:2000 certified directorate in R&D HQrs on 31st March 2004 and thereafter recertified for next three years w.e.f 31 Mach 2007 to 30 March 2010 by STQC for providing services in Establishments and Personnel Matters in Headquarters, Laboratories/Establishments and Projects/Programmes of DRDO. To carry out its functions effectively and timely, the directorate has been divided into 13 sections namely Pers-1 to 13 each of which is responsible for a particular set of service/personnel matters related to civilian/service personnel of DRDO.
Charter Duties
-
Coordination of recruitment of Scientists through Advertisement / Campus Recruitment / Fellowship scheme etc. and Administrative / Store / Accounts cadre officers in association with RAC & UPSC.

Intake of Scientific/ Technical and Administrative / Stores / Accounts cadre officers by transfer, transfer on deputation and permanent absorption of officers taken on deputation.

Induction of highly qualified scientists doing research work abroad on Adhoc/ Contract basis and their subsequent absorption.

Appointment of Consultants / Emeritus / Visiting / Distinguished Scientists.

To process and issue promotion orders in respect of Scientists ‘B’ to ‘G’, Technical Officers & staff, Store and Admin cadre officers.

All matters relating to service officers / personnel.

Court cases relating to personnel matters of officers / staff.

General matters relating to officers and staff of different cadres of DRDO.

Posting / Transfer of Gazetted & Non-Gazetted officers.

Maintenance of Personnel Data Bank of serving scientists and Admin / Stores/ Accounts officers.

Implementation of Reservation Policy and other Govt policies related to service matters.
- Dissemination of instructions of DOP&T : Policies and service matters.

To process cases of Awards instituted in the Deptt and those instituted by others Departments/ Organisations.

Present incumbent Director of Personnel has been conferred “Agni Award for Excellence in Self Reliance for developing herbal products by DRDO in 2005”, “Scientist of Year Award-1998” in the field of Life Sciences and conferred many awards by DRDO & other departments.

The four Ex-Directors of the Directorate of Personnel have been awarded as “Scientist of Year Award” in the field of Life Sciences and Research & Development Management.
Director's Profile
Dr.
Narendra Kumar, Outstanding Scientist/Sc 'H' has been
appointed as Director Personnel (DoP) w.e.f. 1st March
2007. In his professional career, he has served on
numerous key positions and has been Director for
fifteen years. He was holding the post of Director,
Defence Research Laboratory, Tezpur (Assam) from 1992
to 1994, Defence Agricultural Research Laboratory,
Haldwani (Nainital) from 1994 to 1996, Defence
Agricultural Research Laboratory, Pithoragarh from
1996 to 2004 and & Director, Directorate of Life
Sciences, R&D HQrs, New Delhi from 2004 to 28 Feb
2007.
Dr. Narendra Kumar
joined at Defence Agricultural Research Laboratory,
Almora (Uttaranchal) in 1970 and his contribution
for 37 years in the field of herbal products,
transgenic crops, genetic engineering, DNA finger
printing and plant hybridization led to the
development of herbal products namely anti
leucoderma cream, anti eczema cream and anti
toothache lotion and technologies have been
transferred to pharmaceutical company. He has
already been granted 1 patent and filed another 6
patents for various herbal products. He is
associated with the development of nine improved
varieties and hybrids of vegetable crops for hill
agriculture. He has evolved eco-friendly,
sustainable agro-technologies for inhospitable
environment of high altitude areas of Himalayan
region that won him acclaim and recognition. He is
involved in various capacities in the development of
transgenic crops with Agrobacterium mediated genetic
transformation, green house technology, hydroponics,
organic farming and circular hatchery to produce
finger lings for hilly region.
Dr. Narendra Kumar is an
Honorary Fellow of the Bioved Research Society,
Allahabad, Applied Zoological Research Association,
Cuttack and Society of Plant Protection Sciences,
New Delhi. He was awarded Dr. Gorakh Prasad award by
Vigyan Parishad, Allahabad in 1995, conferred
Scientist of the year award in 1998 and awarded
Commendation Certificates by Bharat Ratna
Dr.A.P.J.Abdul Kalam and Padam Bhushan Dr.V K Aatre,
Scientific Adviser to Raksha Mantri and Secretary,
Defence Research & Development Organization, New
Delhi, in 1998 and 2001 respectively. He was also
bestowed with R.N.Trivedi Medal for his contribution
for hill agriculture in 2003 and also conferred Agni
Award for Excellence in Self Reliance for developing
herbal products by DRDO in 2005. He is elected
President of the Royal Society of Crop Science in
2006 and conferred Honorary Fellow of a number of
scientific societies in the field of Life Sciences.
He has published 327
research papers, semi scientific papers in leading
national and international journals. He is a
coauthor of two books and 14 technical bulletins in
the field of life science. He is a member of several
professional societies, editorial board of
scientific journals, various scientific committees
and selection board of ICAR, DST, DBT, Ministry of
Forest & Environment and DRDO.
